The same thing that happened to your mom happened to me. I was in Gurney Drive, exiting my car when 2 guys on a motorcycle whizzed past me and tried to snatch my bag. I was pushed against the car’s windshield and ended up with bruises and scratches. All this happened in front of a vacant pondok polis. Now I no longer carry a handbag when I am in Penang. Backpacks are safer.
